Harford County: Harford County requires a Sewage Pumping Contract for every holding tank system being utilized in the County. A copy of this contract must be submitted to the Harford County Health Department within 30 days of execution. To obtain a copy of this contract, please contact the Harford County Health Department here.
The County requires that all holding tanks be watertight and hold at least 7 days of wastewater usage. An alarm system is required to be installed on all holding tanks to warn of high water levels in the tank. The tank is required to be pumped out in accordance to the contract and adequate access must be made available to allow for regular pump outs. Receipts of pump outs may be requested by the Health Department for review.

Baltimore County: Similar to Harford County and Cecil County, Baltimore County requires a Holding Tank Agreement for every holding tank system being utilized in the County. A copy of it must promptly be sent to the Land Records of Baltimore County, Maryland.

Your County, PA: York County’s regulations in Pennsylvania regarding holding tanks differs slightly depending on what municipality you are located in.
Typically, townships will come out and inspect a homeowner’s holding tank once a year. It is up to the homeowner in between then to keep their tank maintained. Holding tanks are typically sized to last one month of use, which then has to be pumped out. If a township finds that you are not maintaining your holding tank, you may be fined.
